The hacking is about 75~80% of the effort (measured in people-hours or whatever other metric you can think of) in these kinds of projects. Not to mention no translator who takes pride in their job would ever dream of simply cutting and pasting a previous script. They would at the very least check everything because there's no guarantee that the translation for the previous version didn't have mistakes or that the Japanese script for the remake is exactly the same.
So, does having the script for the PC versions already translated remove some of the effort in doing this new patch? Based on personal experience, I'd say it represents about 5% less work, at best.
This translation is a phenomenal undertaking and worthy of praise.
This is super cool! I think the Sega CD had a native mode 7, maybe? The special stages in "Sonic CD". It'd be interesting to see what talented coders like this could do with that.

Still, the patch is a .ppf3, you can apply it using PPF-o-Matic, really easy to use. I promise the game is worth the hassle!
