They need to push on the gov to make sharing of the old roms legal.
The old roms are "worthless", none of those games are selling anymore, therefore by GPS sharing the roms the game companies who made them would be losing no profits, therefore there is no downside in allowing rom sharing if the game is X years old.

The main problem with gaining supporters is that GPS offers "nothing" in return. Supporting places like wikipedia, or internet archive is an easy choice for me and others, because they provide me with a very valuable service in exchange. If I donate to GPS then I am basically donating to a dragon so he can keep expanding his private hoard to which I am not allowed access, unless I personally travel to japan to visit the GPS HQ, which is completely unrealistic for 99.99% of people.

If they manage to push through some changes in the law and share those roms online, then it will become MUCH easier to get donations.

And also as the others mention, newsletters in pdf format with slow download? Of course that is going to crash and burn. Make it into a typical webiste format instead, if they lack webdevs, simply use something like free Wordpress.
