Sorry lads, but this is very old news. The new album is called 30th Anniversary and it's only coming later this month. The art looks very different to that one, too.
You're looking at the original Ignition album from 1995, with booklet scans and prints widely available on the internet. We've known the official lyrics all along in RadioSEGA and other VGM-based communities thanks to that.
On the other hand, I see those Ryu and Ken indicators as placeholders for debug purposes. There's very little chance they were going to get expensive external licenses for a game that was essentially an internal test with SEGA-based fanservice sprinkled in.
