@gingerbeardman I think you and many others are not reading Joseph's words closely. They are not "starting from scratch in a random city." As he said, the work they are doing in Japan will continue in Japan; the work that cannot be done there will take place in the USA, namely, the hosting of a secure digital library.
And to everyone commenting about the US being a bad choice: this has nothing to do with geopolitics. The US has the most permissive fair use laws in the world, and the city was chosen as a basis for the establishment of a non-profit. That's all it amounts to.
