I recently listened to the Ted Dabney Experience podcast with the Ms. Pac-Man co-developer Doug Macrae. He was asked outright if he considered Pac-Man to contain artificial intelligence and he said he didn't consider it to. One of the reasons being it didn't learn and it wouldn't meet MIT's criteria.
