Ok, this level is famous, but it's far from being the hardest from this game. Same observation for the dam level in TMHT. I suppose the reputation comes from this is an early level in the game and plenty of inexeperienced players couldn't go further.
But obviously, it's not difficult, you just have to learn it !
Megaman being part of the Game Gear best games ? It's famous to be a poor port. Obviously it has nothing to do here. Donald Duck would be a better choice.
